July 2025 Wildcat Strike Report
July 2025 was a period that saw an increase in the number of wildcat strikes compared to previous months. The primary reason for this increase was the failure to reach an agreement between the government and trade unions during negotiations on the 2025 Public Sector Collective Labor Agreements Framework Protocol, leading to strikes carried out by public sector workers at different times and in individual workplaces, as well as simultaneous strikes organized on July 17 in numerous industries and cities at the call of trade unions affiliated with Türk-İş. Within this scope, public sector workers carried out wildcat strikes at 28 workplaces, 24 of which were on July 17.
However, since no agreement has yet been reached in the negotiations on the Public Collective Labor Agreements Framework Protocol, these strikes did not result in any gains. This situation has led to a low number of strikes resulting in gains, despite the high number of workplaces where strikes were held in July.
The public sector worker strikes held on July 17, 2025, have been classified according to the relevant sectors as far as possible and included in the report and the total number of strikes. The strikes held on July 31 and August 1, 2025, at Public Oral and Dental Health Units were not evaluated together with other strikes in July because they covered multiple cities and workplaces, and the exact number of workplaces where strikes were held could not be determined. Information regarding these strikes will be provided in the relevant section of the report.
Two strikes took place in July at Kocaeli University Hospital, Dokuz Eylül University Hospital, and Ege University Hospital. These strikes were considered independent of each other and are presented separately in the report.
According to data obtained from monitoring press and social media channels and one-on-one interviews, apart from the strikes at Public Oral and Dental Health Units,
- In the Health and Social Services sector, 15 workplaces in İzmir, Kocaeli, Konya, Samsun, Antep, Denizli, Kayseri, and Zonguldak,
- In the Weaving, Garment and Leather sector, 4 workplaces in Antep and Kayseri,
- In the Construction sector, at 5 workplaces in Çorum, İzmir, Kırıkkale, Kütahya, and Mersin,
- In the Transportation sector, at 3 workplaces in İstanbul, İzmir, and Sakarya,
- In the Trade, Office, Education, and Fine Arts sector, at 4 workplaces located in Istanbul and Izmir,
- In the Municipal Services sector, at 2 workplaces located in Samsun and Istanbul,
- In the Metal sector, at 3 workplaces located in Izmir, Manisa, and Samsun,
- In the Petroleum, Chemical, Rubber, Plastic, and Pharmaceutical sector, at one workplace in Kocaeli,
- In the Hunting, Fishing, Agriculture, and Forestry sector, at one workplace in Hatay,
- In the Energy sector, at 1 workplace in İzmir,
- In the Health and Social Services (Public) sector, at 1 workplace in Urfa,
A total of 40 workplaces in 17 cities there have been wildcat strikes.
The distribution of strikes by city is as follows:
- Izmir: 10 strikes
- Antep: 5 strikes
- Samsun: 4 strikes
- Istanbul: 4 strikes
- Kocaeli: 3 strikes
- Kayseri: 2 strikes
- Konya: 2 strikes
- Çorum, Denizli, Hatay, Kırıkkale, Kütahya, Manisa, Mersin, Sakarya, Urfa, and Zonguldak: one strike each.
Strikes resulted with achievements in a total of three workplaces: two in the Weaving, Garment, and Leather sector, and one in the Petroleum, Chemical, Rubber, Plastic, and Pharmaceutical sector.
In contrast,
- 15 in the Health and Social Services sector,
- 4 in the Construction sector,
- 3 in the Transportation sector,
- 4 in the Trade, Office, Education, and Fine Arts sector,
- 1 in the Hunting, Fishing, Agriculture, and Forestry sector,
- 1 in the Energy sector,
- 1 in the Municipal Services sector,
- and 1 in the Health and Social Services (Public) sector,
for a total of 30 workplaces where strikes ended without achieving any achievement.
On the other hand,
- 1 strike in the Weaving, Garment and Leather industry,
- 1 strike in the Metal industry,
for a total of 2 strikes, are continuing as of August 1, 2025.
Additionally,
