February 2025 Wildcat Strike Report

In February 2025, strikes took place in Antep, mainly in the weaving, garment and leather industries. After the strikes spread to many factories and workers decided to hold a joint demonstration, the governor's office announced a ban on demonstrations starting from February 13. Following the ban, it appears that the majority of ongoing strikes have ended. However, there is no clear information on when and how most strikes ended.

While the strikes in Antep have attracted public attention, there were numerous strikes in other industries and cities in February 2025. The February 14 strike in Public Oral and Dental Health Units will not be discussed together with the other strikes that took place in February, as it involved multiple cities and workplaces and it is not clear how many workplaces went on strike, and information on this strike will be provided in the relevant section of the report.

As far as we have been able to determine through press and social media channels and one-to-one interviews, apart from the strikes in Public Oral and Dental Health Units; Wildcat strikes took place in 38 workplaces in 14 cities, including 19 workplaces in Antep in the Weaving, Clothing and Leather sector, 4 workplaces in Istanbul, Urfa, Hatay and Mersin in the construction sector, 4 workplaces in Aydın, Kayseri, Istanbul and Adana in the Municipal Services, 3 workplaces in Kocaeli, Antep and Kayseri in the Metal sector, 1 workplace in Antep in the Petroleum, Chemicals, Rubber, Plastics and Pharmaceuticals sector, 1 workplace in Antep in the Wood and Paper sector, 1 enterprise in Trabzon, Rize, Giresun, Artvin and Gümüşhane in the energy sector (this will be shown as 5 workplaces in the graph) and 1 workplace in Istanbul in the Transportation sector. 22 strikes took place in Antep, 3 in Istanbul, 2 in Kayseri, and one strike each in Urfa, Hatay, Mersin, Kocaeli, Aydın, Adana, Trabzon, Rize, Giresun, Artvin and Gümüşhane.

Strikes were concluded in 13 workplaces, including 3 workplaces in the Weaving, Clothing and Leather sector, 1 workplace in the Construction sector, 3 workplaces in the Municipal Services sector, 1 workplace in the Metal sector and 5 workplaces in the Energy sector. On the other hand, strikes ended without gains in 7 workplaces, including 3 workplaces in the Weaving, Clothing and Leather sector, 2 workplaces in the Construction sector, 1 workplace in the Municipal Services sector and 1 workplace in the Wood and Paper sector. Strikes in 2 workplaces in the Weaving, Garment and Leather sector continue as of March 1, 2025.

No information could be obtained on how and when the strikes were concluded in 16 workplaces, including 11 workplaces in the Weaving, Clothing and Leather sector, 1 workplace in the Construction sector, 2 workplaces in the Metal sector, 1 workplace in the Petroleum, Chemical, Rubber, Plastics and Pharmaceuticals sector and 1 workplace in the Transportation sector.

1. Weaving, Clothing and Leather

The strikes in the Baspinar OSB in Antep, mainly in the Weaving, Garment and Leather industries, put their mark on the workers' struggles in February with their widespread, politicized and militant potential, as well as the state's efforts to prevent this trend with harsh measures such as bans, police interventions and arrests. Although the strikes did not have a unionized and official character, the United Textile, Weaving and Leather Workers' Union (Birtek-Sen) contributed to the strikes at different levels such as organization, direction, announcement and solidarity.

On January 13, 2025, the Antep Governorate announced a 15-day ban on all protests and events. As far as we were able to determine on this date, wildcat strikes were going on at the same time in 14 workplaces, including Karafiber Tekstil, Şireci Tekstil, Yalçın Kardeşler Tekstil, Smart Polyester, Çelikaslan Tekstil, Kaplanser Halı, Sırma Halı, Has Çuval, Ravanda Halı, Boyar Kimya, Covtex Feizy Halı, Lotus İplik, Okkıran Halı and Canan Tekstil, and workers were planning to organize a joint march on February 14. On February 14, the day of the march, extraordinary measures were taken throughout Antep, and in the morning of the same day, Mehmet Türkmen, the chairman of Birtek-Sen, was detained and police intervened against those trying to gather in Democracy Square. Mehmet Türkmen was released the same day, but on February 16 he was detained again on charges of “violation of freedom of work” and “incitement to commit a crime” and on February 17 he was arrested by a judge.

In February 2025, strikes at Ufuk Halı, Bulut Tekstil and Özkaplan Halı ended with gains, while strikes at Şireci Tekstil, Has Çuval and Bade Halı ended without gains. Strikes at Yalçın Kardeşler Tekstil and Grand Halı are ongoing. It is understood that boss pressure on workers increased after the ban on strikes, which is why most of the strikes ended. However, there is no clear information on when and how most of the strikes ended.

Workers in the weaving and spinning departments of the Yalçın Kardeşler Carpet factory in the Başpınar Organized Industrial Zone in Antep, rejected the 34 percent raise given by the boss and went on wildcat strike on February 7, 2025.

The demands of the workers are as follows:

1- 80 percent increase in fixed fees (45 thousand TL per month for Halfe, 40 thousand TL per month for Telci)

2- 70 percent increase per scarf

3- Two half-wage bonuses on both holidays

In Antep, after the strike spread to many factories and the workers decided to take a joint action, the governorate banned the strike on February 13th. Following the threat of dismissal by the boss, some of the workers ended the strike while 60 workers continue the strike. There is no information in the press and social media about how the strike ended.

2. Construction

In February 2025, 4 wildcat strikes took place in the construction sector in 4 different cities. 1 of the strikes ended with gains, 2 without gains. No information could be obtained on how one of the strikes ended.

2.1. Oyakkent Siluet Construction Site

2.2. Kadikoy SPP Construction Site

Construction workers employed by Kalyon and Eksim Raal Enerji at the construction site of the Kadıköy Solar Power Plant (SPP) in Viranşehir district of Urfa started a wildcat strike on February 11, 2025 against the imposition of low wages. Workers at the Emlak Konut Cevahir AVM construction site in Hatay's Antakya district started a wildcat strike on February 22, 2025, demanding a halt to the layoffs, the reinstatement of those who were fired, the end of the shift that starts at 08.00 at 17.00, the payment of overtime, and the improvement of living spaces, especially showers and dormitories. 2.4. Akkuyu Nuclear Power Plant Construction (İçtaş)

3. Municipal Services

In February 2025, 4 wildcat strikes took place in 4 different cities in the Municipal Services sector. 3 of the strikes ended with gains and 1 without gains.

3.1. Efeler Municipality

On February 15, 2025, cleaning, park garden and utility workers at EFEBEL, a subsidiary of Efeler Municipality in Aydın, started a wildcat strike due to underpayment of wages and non-payment of social benefits. Workers decided to end the strike on February 17th after the union administration announced that they had been promised by the mayor that the payments would be made.

3.2. Kayseri Metropolitan Municipality

On February 19, 2025, 600 municipal workers from Kayseri Metropolitan Municipality's Rural Development Department started a wildcat strike demanding equal pay for equal work. Later, around 2,500 workers from other departments joined the strike. After negotiations, the strike was ended on the same day.

3.3. Beşiktaş Municipality

Beşiktaş Municipality workers started a wildcat strike on February 24, 2025 due to the underpayment and late payment of their wages for months. The strike ended on February 25 with the payment of part of the wages. One worker was fired after the strike.

3.4. Seyhan Municipality

Workers of Seyhan İmar A.Ş., a subsidiary of Seyhan Municipality in Adana, started a wildcat strike on February 24, 2025, demanding the payment of wages, allowances and overtime rights that have not been paid since March 2024. Following negotiations between the workers' union Genel-İş and the municipal administration, the strike was ended on February 27 after the workers' demands were accepted and an agreement was reached that no worker would be dismissed.

4. Metal

In February 2025, 3 wildcat strikes took place in the Metal sector in 3 different cities. 1 of the strikes ended in victory. No information could be obtained about how 2 strikes ended.

4.1. Green Transfo

Following the failure to reach an agreement in the collective bargaining negotiations between the Birleşik Metal-İş union and Green Transfo, the strike, which was announced to start at the company's factory in the Çayırova district of Kocaeli, started as wildcat strike on December 25, 2024, despite being banned by Presidential Decree.

The strike decision was taken after the United Metal-İş union and the Turkish Metal Industrialists' Union (MESS) failed to reach an agreement in the collective labor agreement negotiations for the 2024-2026 period for Hitachi Energy, Grid Solutions, Schneider Electric and Arıtaş Cryogenic workplaces. In addition, it was announced that a strike would start on December 25 after the collective bargaining negotiations with Green Transfo, which is not covered by MESS, failed to reach an agreement. On December 14, 2024, Presidential Decree No. 9231 banned all of the strikes in question, but Birleşik Metal-İş announced that the ban would not be accepted and the strikes would continue.

On the date of the start of the strike at Green Transfo, strikes at Grid Solutions, Schneider Electric and Arıtaş Cryogenic continued, while strikes at 4 factories of Hitachi Energy ended on December 23 with the agreement reached between Birleşik Metal-İş and MESS.

The strike at Green Transfo, which had been going on for 51 days, ended on February 13, 2025 with the agreement reached between Birleşik Metal-İş and the company. In the statement made by the union, it was stated that with the signed collective labor agreement, significant gains were achieved in the wages and social rights of the workers.

On February 9, 2025, 1600 workers at Kazancı Holding's Çoruh AKSA, which provides electricity supply services to the provinces of Trabzon, Rize, Giresun, Artvin and Gümüşhane, began a wildcat strike over the payment of 22,000 lira in January. The energy workers decided not to go to work at their locations in 5 provinces, except for hospitals and public institutions that are important for the safety of the public. While it is stated that the company dismissed 23 employees whose retirement expired within 1 month on the grounds of 'downsizing' and that the dismissal of 140 more workers is on the agenda, the workers demand that the dismissals be stopped and the monthly wage be 40 thousand TL. The strike ended on February 14 after workers' average wages were raised to 40,000 TL.

Dentists and other health workers working in public Oral and Dental Hospitals and Oral and Dental Health Centers held a one-day wildcat strike on February 14, 2025, demanding improvements in working conditions and personal rights.

As far as we were able to determine, health workers in 26 cities including Adana, Ankara, Antalya Balıkesir, Batman, Bursa, Çanakkale, Denizli, Dersim, Diyarbakır, İstanbul, İzmir, Kars, Kastamonu, Kütahya, Manisa, Mersin, Muğla, Ordu, Sakarya, Samsun, Sinop, Şırnak, Tokat, Trabzon and Van participated in the strike in dental hospitals and oral and dental health centers.
